
The Eastern Cape Provincial Government has bestowed yet another Excellence Award to the Eastern Cape Socio-Economic Consultative Council for achieving a clean audit for the twelfth year in a row. ECSECC CEO, Mr Luvuyo Mosana was on hand to receive the latest Excellence Award at the Eastern Cape Strategic Leadership Engagement Session held last night in East London.
Mr Mosana said the award speaks to ECSECCs core value of commitment to excellence. "We set and achieve our goals of being a model organisation in good governance. This one belongs to the entire ECSECC family, from the Board, our stakeholders and most importantly our employees for making this achievement possible.”
With ECSECC celebrating 30 years of existence in 2025, Mr Mosana committed that ECSECC will not be complacent on maintaining the highest standards of good governance and fulfilling its mandate of providing strategic advice to decision makers in government, private sector, civil society and trade unions.
Addressing the Excellence Award, Acting Eastern Cape Premier Ms Nonkqubela Pieters said governance was improving at a provincial level, though some departments are not consistent. "We need to make attaining clean audits a norm, and clean audits should not only be on paper, but they must also show through the impact of service delivery in the communities we serve,” said Acting Premier Pieters.
Five departments namely and eight public entities achieved PFMA clean audits in the Eastern Cape for the 2023/24 financial year. They are: Community Safety, Provincial Treasury, Cooperative Governance and Traditional Affairs (COGTA), Economic Development, Environmental Affairs & Tourism (DEDEAT), and Rural Development & Agrarian Reform (DRDAR), Coega Development Corporation (CDC), EC Gambling & Betting Board (ECGBB), EC Parks & Tourism Agency (ECPTA), EC Socio Economic Consultative Council (ECSECC), EC Liquor Board (ECLB), East London Industrial Development Zone (ELIDZ), EC Provincial Arts and Culture Council (ECPACC) and Government Fleet Management Services. AIDC-EC a subsidiary of ECDC has also achieved a clean audit after 20 years of obtaining an unqualified audit opinion.
Seven department namely, Public Works and Infrastructure, Social Development, Sports, Recreation, Arts & Culture (DSRAC), Provincial Legislature, Transport, Office of the Premier, and Human Settlements received unqualified audit opinions with findings. Acting Premier Pieters said the seven departments should fix the issues of submitting supporting documents for the audit process so that they can also achieve clean audits. She committed the seventh administration will do everything possible to move the Departments of Health and Education to unqualified status.
Acting Premier Pieters acknowledged challenges of achieving clean audits in local government. "We seriously need to redouble our efforts to achieve clean audits and improve service delivery in municipalities. We must not bury our heads in the sand to the fact that our efforts have not yet given us the results we want.” Acting Premier Pieters conclude by thanking all Eastern Cape public servants for their efforts in 2024, wishing them a safe and joyous festive season.
